Designation of the U.S. Caribbean Emission Control Area for Marine Vessels. On July 15, 2011, the IMO officially designated waters around Puerto Rico and the U.S. Virgin Islands as an area in which stringent international emission standards will apply to ships. The first-phase fuel sulfur standard began in 2014, the second phase began in 2015, and stringent NOx engine standards began in 2016. These areas were officially designated by the IMO as the North American and U.S. Caribbean Sea "Emission Control Areas" (ECA) after the U.S. successfully demonstrated that the globally-applicable emission standards established by MARPOL Annex VI – even the 0.50% fuel sulfur limit that entered into force on Jan. 1, 2020, also known as IMO2020 – would be insufficient for American air quality management needs. Under MARPOL Annex VI the International Maritime Organisation (IMO) can establish ECAs where vessels have to comply with mandatory measures for the control and reduction of nitrogen oxides (NOx) and sulphur oxides (SOx). There are currently four ECAs, comprising the Baltic Sea, the North Sea, North America and the United States Caribbean Sea areas 1.
